Admission to Coppin State University is offered to applicants whose academic preparation and personal qualifications demonstrate the ability to succeed. The University follows policies established by the Board of Regents and the University System of Maryland and does not consider race, color, religion, national origin, age, sex, marital status, disability, or veteran status when making admission decisions.
Admissions Procedure
Applications
Prospective students must submit the online admissions application at https://www.coppin.edu/apply. After applying, new applicants receive instructions on creating a student account and checking their application status.
Priority Application Deadlines
Applications are reviewed on a rolling basis. To receive priority consideration, applicants should submit their materials by the following dates:
- December 1 for spring admission
- March 1 for fall admission
Guidelines for Admission as a Degree-Seeking Student
First-Year Incoming Students
A first-year, first-time student is someone currently enrolled in high school or a recent graduate within three years of the intended enrollment term who has never attended college as a degree-seeking student.
High School Transcripts
Applicants must submit high school transcripts directly to the Admissions Office. A final official transcript that confirms high school graduation is required. Transfer and international applicants should follow the transcript guidelines in their respective sections.
Grade Point Average
First-year applicants must have a high school GPA equivalent to a C or better. This applies to full-time and part-time students who completed high school within three years of the intended start term.
Standardized Test Scores
Students may submit official SAT or ACT scores to the Admissions Office. SAT code 5122 and ACT code 1688 should be used when sending results. Coppin is test-optional. Applicants who do not submit scores are reviewed based on academic records and other required materials. Students are encouraged to complete the SAT or ACT during the junior year or no later than November of the senior year.
High School Curriculum Requirements
Students must earn a high school diploma or state-approved equivalent before enrolling. The required high school program includes:
- 4 years of English
- 3 years of biological and physical sciences, completed in at least two subject areas, including two laboratory courses
- 3 years of social science or history
- 4 years of mathematics, including Algebra I, Geometry, and Algebra II. Students completing Algebra II before their final year must take a fourth-year math course that uses non-trivial algebra
- 2 years of a foreign language or approved Advanced Technology Education electives
Additional materials such as an essay, interview, recommendations, extracurricular activities, special talents, leadership experience, achievements, or advanced coursework may be required.
Early Admission
Early admission may be granted to high-achieving high school students who demonstrate superior academic performance. Students admitted early must earn a high school diploma or equivalent. Each institution offering early admission publishes its procedures.
Concurrent or Dual Enrollment
Local high school students may participate in concurrent or dual enrollment if their school or district has an approved agreement with Coppin State University. Students must meet early admission criteria. Tuition and fees follow the terms of each agreement.
Admission of Transfer Students
Transfer applicants must have a minimum cumulative GPA of 2.0 on all attempted college-level coursework. Students with 29 or fewer transferable credits must also meet first-year admission requirements. Applicants from non-regionally accredited institutions must demonstrate proficiencies that align with University standards.
Students transferring from Maryland public institutions who have completed an associate degree or at least 60 credits with a minimum 2.0 GPA are eligible for direct transfer unless limited by capacity or specific program requirements. Applicants with fewer than 60 credits may be admitted if they met first-year admission criteria and earned at least a 2.0 GPA. When capacity limits or higher standards apply, admission decisions must ensure fair and equitable treatment in accordance with COMAR guidelines.
Freshman Transfer
A freshman transfer student is someone who has earned fewer than 12 to 24 transferable credits. Applicants must:
- Hold a minimum collegiate GPA of 2.0
- Meet first-year admission standards, including any applicable test requirements
Evaluation of Transfer Credits
Admitted transfer students receive an official credit evaluation based on submitted transcripts. Students should use this evaluation when meeting with an academic advisor to confirm remaining degree requirements. Transfer GPA calculations are not included in the University GPA unless determining graduation with honors.
Credit by Examination
College Level Examination Program (CLEP)
Coppin State University awards credit for qualifying CLEP exam scores. Students should consult the Records and Registration Office for current CLEP guidelines and credit policies.
Advanced Placement and Credit for Entering Students
Students who complete Advanced Placement coursework are encouraged to take AP exams during their senior year. Credit and placement information is available through the Records and Registration Office.
Transfer Partnerships and Agreements
Guaranteed Admission Agreements
These agreements provide a structured transfer pathway from community colleges to Coppin. Students who meet University standards and agreement requirements are guaranteed admission with junior standing. Current agreements are available on the Transfer and Transition Services website.
Articulation Agreements
Articulation agreements define how specific programs at partnering institutions transfer into Coppin programs. These agreements support smooth transfer and prevent duplication of coursework. Current agreements are listed on the Transfer and Transition Services website.
Reverse Transfer Agreements
Reverse transfer allows students to earn an associate degree after transferring to Coppin by applying eligible Coppin coursework toward remaining community college requirements. Current agreements are available on the Transfer and Transition Services website.
Admission of Students With Non-U.S. Records
Applicants educated outside the United States may be admitted after submitting official transcripts evaluated by an approved academic credential evaluator. Non-native English speakers must demonstrate English proficiency by submitting an acceptable score on an approved language exam.
Guidelines for Readmission
Students who have not attended the University for one or more semesters must apply for readmission. These students should follow all processes and requirements established by the Records and Registration Office.
Guidelines for Admission as a Non-Degree Seeking Student
Non-degree seeking students may take courses but are not formally admitted into a degree program. Applicants must submit one of the following:
- An official high school transcript
- A GED or high school equivalency
- A college transcript verifying high school completion
Non-degree students are not eligible for federal financial aid. They may take up to 55 credits and are generally limited to fewer than 12 credits per semester. Students seeking degree status must follow standard admissions procedures.
Admission to a Major
Admission to the University does not guarantee admission to majors such as Nursing or Social Work. Students interested in these programs must follow additional departmental requirements and application processes.
Residency and Tuition Status
In-State Residency
Maryland residency is governed by University System of Maryland policy. Coppin uses this information to determine eligibility for in-state tuition rates.
Expand Eagle Nation: In-State Tuition Incentive
Coppin offers in-state tuition rates to newly admitted full-time, degree-seeking first-year and transfer students from select states and territories. Eligibility is applied automatically. Students may receive the in-state rate for up to eight semesters if they remain full-time and in good academic standing. Eligible students must be U.S. citizens or permanent residents.
Initial Residency Determination
The University determines residency based on Maryland residency guidelines and the Expand Eagle Nation policy. Students requesting in-state classification must complete the Maryland Residency Form. Students eligible for the in-state tuition incentive must complete the incentive confirmation form. The residency application deadline is the first day of classes for the intended semester.

“Coppin State University reserves the right to adjust tuition, fees and other charges when deemed necessary, without notice, per the institution and the University System of Maryland’s Board of Regents.” The current and yearly rates are reviewed and approved by state legislation and the University System of Maryland Board of Regents.
TEXTBOOKS
Students are responsible for the purchase of all required books and course supplies. Estimated costs for books and supplies may range from $500 to $1,500 per semester. PAYMENT POLICY
Tuition and fees must be paid in full by the deadline established for each term by the Coppin State University Bursar’s Office, unless the student enrolls in the University’s current deferred payment agreement plan. Veterans are subject to the same payment requirements as non-veteran students.
All checks or money orders should be made payable to Coppin State University. To ensure proper credit, the student must write his/her student ID# on all checks and money orders submitted to the University.
Students are financially responsible for settling all balances due, despite any financial aid eligibility and/or third-party payments. Per the institution’s current policy, a current student may enroll for the next upcoming semester with a balance up to $1,000. However, the student should continue to settle any prior balances.
All students are responsible for all charges incurred for the semesters in which they enroll regardless of attendance or eligibility for financial aid. Any student who withdraws (from the University or a course) must withdraw in accordance with the current policies and procedures set forth in the University Catalog and schedule of classes for the semester in which he enrolls in order to have charges adjusted and to avoid financial responsibility. If a student does not adhere to the proper withdrawal procedures, he/she forfeits the right to any refund and waiver of a liability to the University.
If a student’s account becomes delinquent, the University will pursue collection of all outstanding balances under regulations of the State of Maryland. Any outstanding accounts not paid to the University will be referred to the Central Collection Unit of the State of Maryland for possible legal action. Once an account has been transferred to the State of Maryland’s Central Collection Unit, a 17% collection fee will be assessed and the management of the account becomes solely the responsibility of CCU. You will no longer have access to your student record and/or the enrollment process. This transfer of your account from Coppin State University to the Central Collection Unit MAY also affect your credit rating.
PAYMENT OPTIONS
The University accepts payments by Visa, MasterCard, Discover, Amex, Cash and Checks. Checks are to be made payable to the University. Two parties, post-dated and starter checks are not accepted.
Payments may be made in person at the Cashier’s Station (Administration Bldg. 2nd level) or online by logging into your EagleLINKS account and navigating to the payment link.
DEFERRED PAYMENT ARRANGEMENT
Coppin State University offers students the option to establish a financial payment arrangement that can defer their tuition cost until a later date. The payment terms and due date are arranged per consultation with the Bursar/Student Accounts Office. This agreement is subject to a non-refundable fee. THIRD PARTY CONTRACTS
In order to properly bill an employer/organization that is assisting with a student’s cost of attendance, all Third-Party Billing Authorization form(s) are to be submitted to the Bursar’s Office. All invoice requests should be brought or forwarded to

CHARGE REDUCTION AND REFUND POLICY
The following schedule indicates the University’s Charge Reduction/Refund Policy for fall and spring semesters only. This refund policy is subject to revision. Please see the Controller’s Office for details.
Beginning with the first day of the registration period and prior to the start of classes for the semester-all tuition and fees will be refunded.
By the fourteenth calendar day after the official beginning of classes for the semester-all tuition and fees will be refunded.
Beginning with the fifteenth day and until the twenty-eighth day after the official beginning of classes for the semester only 50 percent of tuition will be refunded.
Beginning the 29th day after the official start of classes for the semester - THE STUDENT IS TOTALLY RESPONSIBLE FOR TUITION AND ALL FEES.
Students who register for a full-time schedule and who drop courses that after the start of classes for the semester and have a part-time schedule, are not entitled to a refund or charge reduction based on a credit hour change.
